This system attributes a label on energy performance to the building or fraction. Ranges the new buildings, as well as the existants that go into significant refurbishment changes; the existing service buildings, are subject to periodic audits; the housing or service existing buildings, up on the conclusion of sales and location contract, including rental. It took a phased effect: on the 3rd July 2007 to new residential buildings, in January 2008 to new service buildings and to the rest in 2009. Being, as such, in full operation as of this date.
